Vic Mancuso is the developer of The Langley at West Langley shopping mall in "Yule. Tide. Repeat.".
When he ignores warnings that his giant spruce is too big and too dry, a short in a Christmas light causes the tree to go up in a ball of flame, incinerating most of the crowd and the Smith family. Stan, who survived, finds himself in a constant time loop attempting to save them, but when he realizes everyone is too spread out he tries to stop the lighting itself but is taken out by Mancuso's snipers. Stan then tries to cut the main power, but when he succeeds, Mancuso kicks a barrier out of frustration that snaps a stay cable on the tree that slices through the crowd, killing everyone just the same.
When Stan finds out that he's running out of attempts to stop the disaster, he decides to spend his final moments with each of the family. However, he is unaware of the fact Steve is there to pay off a blackmail attempt. Stan's presence causes the blackmailer to post a video of Steve masturbating on all of the screens around the mall, which results in Vic canceling the ceremony.
