Plot:
Homeowners assocation

Steve and Stan enjoy orderly life in Langley Falls while Hayley rallies for recycling. Stan is against recycling solely because Hayley is in favor of it. After the neighborhood watch, which consists of Greg and Terry, stops Hayley from putting a sticker on a post box Stan notices an above ground sprinkler. At the next board meeting of the Homeowners Association, Stan uses fear propaganda to prohibit such sprinklers. The board, which consists of Sergei, Father Donovan, Principal Lewis and Linda, all vote in favor. The board is looking for a chairman and they ask Stan. Stan refuses because he already served the maximum eight terms. Francine volunteers but Stan denies her the position. Later, when Roger's plan to drink a Roy Rogers cocktail does not materialize because Stan refused to pick up the required grenadine at the grocery store, Roger sets out for revenge. He puts on a cowboy outfit, becomes the new chairman of the homeowners' association as Roy Rogers McFreely and starts taunting Stan.

First, Roger adds a fire hydrant in front of the Smith's home allowing him to have Stan's car towed. Then Roger arranges trash pickups at Stan's house at 4:30 a.m. and puts motion sensor lights on the Smith's lawn. Hayley tries to convince Stan that Roger is becoming "the man". Stan, however, still has confidence in the system and files a motion to have Roger's shenanigans undone. His motion is denied because of dirty politics. Instead, it turns out the board has already secretly approved of other motions at Linda's house. The neighborhood watch is disbanded causing Greg and Terry lose their pink berets and Stan decides to side with Hayley. Now being part of the counterculture, Stan teams up with Hayley, Steve and others to partake in "constructive vandalism".

After the neighborhood is back to its old shape, Roger takes revenge by hiring Mexicans to destroy Greg and Terry's rose bushes and to take Phil, who is on Stan's team and is agoraphobic, onto his veranda. When Stan's team comes after Roger, the Mexicans decide to withdraw. After a car chase, Hayley manages to trap Roger with water from a fire hose. In the end, Roger promises to resign from the board after Stan assures Roger that he will get a voice in the Smith's home. Because Roger had completed his goals, he finally reveals to Stan that he is in fact Roger. In the end, Roger, dressed as McFreely, dances under a lamppost to the Cilantro song that played during the car chase. Stan applauds and compliments Roger's dancing.
