Phyllis is a neighborhood busybody in "The Census of the Lambs". When Hayley stops by to complete a census form, Phyllis invites her in for some ancient clamato juice. While they chat, she reveals details about the entire neighborhood, allowing Hayley to complete a record number of forms.
However, when Stan comes up missing and all signs point to a spooky old mansion in the area, Hayley stops by to ask about it and is knocked cold and tossed into the hole with Stan where it is revealed that Phyllis makes suits out of men's skin. Just when things look grim, they are rescued by Ice-T, whom Hayley met earlier at a Law & Order convention who used his TV show detective skills to track them down and kick Phyllis to death.
She is voiced by Laraine Newman.
