Phil was one of the homeless men Hayley tried to shelter in "Threat Levels". Hayley uses one of the houses in her mother's portfolio that is slow to sell to set up a shelter for the homeless. Tony announces that Phil died, prompting the other homeless to fight over Phil's belongings, giving Steve the idea to host "bum fights".
