"Little Colombia" is an area just outside of Langley Falls where Stan takes the entire family when Steve needs his library card laminated in "100 Years a Solid Fool".
Insisting that Colombians make the best laminators, Stan launches into a tale of his experiences in the 1980s while attempting to bring down a drug kingpin named El Narco. Unwittingly he hires Roger who demonstrates his laminating skills well attempting to hire a translator which Roger also volunteers to do. However, Roger turns out to be El Narco and thoroughly embarrasses Stan, turning the day into a holiday for his people to blame all their trouble on him.
Back in the present, the family makes Stan realize that Roger was El Narco all along. In addition, the celebration of 'The Day of the Fool' happens to be going on in Little Colombia that day and Stan is recognized. He decides to take Roger back to Colombia to correct his mistake. However once they get there, Stan screws up again and makes himself an even bigger fool. A little boy helps him realize that having someone to blame his problems on is actually helpful, so he is seen buying statues of himself as the fool at the festival. When he knocks several off the display stand, he tells the shopkeeper to blame it on the fool.
