"Let's Take the Whole Skin Off" is a parody of "Let's Call the Whole Thing Off" is a song written by George and Ira Gershwin for the 1937 film Shall We Dance.
Phyllis sings while stitching together a suit made of a man's skin in "The Census of the Lambs" while holding Stan and Hayley captive. Phyllis had conversed with Hayley earlier in the episode while offering her some Clamato; a combination of clam and tomato juice.
