Lem is a border agent between the United States and Mexico in "One Fish, Two Fish".
When Hayley and Klaus are deported to Mexico after trying to pose as husband and wife, they manage to get a ride back to the border but have to hide when the truck is inspected by Lem, who notices the soda cups they were hiding in. As Lem notes that the only crime was loving soda, he thinks it is witty and should put it in a book titled Lem's Gems.
Lem is voiced by Allan McLeod.
