Lance Kinsey (born June 13, 1954) is a Canadian actor and screenwriter, primarily known for his role as Lt. Proctor in the Police Academy film series. Other work includes Club Fed, Krippendorf's Tribe and Why Me?.
While watching Police Academy 3 in his van with Hayley in "Exquisite Corpses", Jeff gets a lot of amusement from seeing Lt. Proctor about to enter the 'Blue Oyster Bar', a running gag in the series involving a gay bar.
