Gary was Stan Smith's developmentally disabled replacement the CIA hired as a budget measure while replacing more experienced agents in "Permanent Record Wrecker". But when Gary brings in a cart full of C4 explosive with a timer set for oatmeal Gary was fixing, Stan and Steve manage to stack the explosive in Avery Bullock's safe using skills learned while working together at the Red State Grocery. Gary is fired and Stan gets his job back.
