Captain Frenchie is Stan and Francine's balloon pilot in "The Future is Borax".
When their bickering leads to advise to take a couple's retreat, they continue to snipe at each other. Taking a balloon ride with Captain Frenchy, he notes an issue with the balloon and dangles himself below to correct it. Climbing back topside with his knife in his mouth, he sees clouds that indicate condors, a significant danger to the balloon. As he turns his head back, he accidentally cut the rope he's hanging on and falls into the yard of a women's prison.
