Dimitri is a groundskeeper at CIA Headquarters.
In "Hayley Was a Girl Scout?", Stan is ticketed for hitting the CIA flagpole despite his objection that he does it every day and appeals to Dimitri to back him up. Dimitri ignore him and Stan then tries to flee te officer, but is tasered while atop the flagpole. As he falls, Dimitri brings his wheelbarrow near, but allows Stan to strike the ground.
